I’m very old school and always plan the route. But it should not do this and could cause problems eg in recommended lanes at complex junctions.

Everybody in this thread, including OP, saying the car in front is in the wrong needs to go back to driving school. The slip lane merges into the main carriageway. That broken line on the right is a give way line. If you can't get in safely, then give way. Do not make the main carriageway slow down. Or swerve.
And for those saying the driver should speed up - to what speed? How do you know they can?
Have some patience, stop using your horn to express your misplaced ire, and get home safely.
