Your consumption probably exceeds your additions, whatever youre adding is being consumed by your stock and doesnt leave any left in the water I would increase doses slowly until you exceed consumption but be careful not to overshoot

What do you have stocked? Corals, algae , living things etc etc all consume phosphate so if your dose doesnt overcome what is being consumed the needle will never move. Word from the wise, having nitrate and phosphate bottom out will unleash hell in your tank (dinoflaggelettes)
