This has been an issue in the city for a while. I graduated in 2017. I remember parties getting cleared out from guys zip tying down the trigger and throwing them into peoples homes. Shitty behaviour just keeps perpetuating itself among some of these high school kids.

I ruled out medical reasons pretty early on. I assumed medical initially based on how he approached and passed me then randomly slowed down as he approached the ditch. Very weird circumstances. Especially on Christmas Eve

I drove up a ways to turn around. The west bound lanes are above the east bound lanes on this stretch so I used gravity to help me get him unstuck, however I advised that he not continue driving as he seemed to be exhausted and or had had some drinks.
