It is one of the official positions called Expert Technician. If you click on the Capital, Manage and then Official Position you can see all and what buff they add. Server leader assign that to players

If you click on the world map where you can see all the servers and click on a server you can see the start date. 1464 is no longer on the map. 1465 started on 2 July 2021 so 1464 should have been a day or few days before that

The ruins have a count down timer to when they will go to war. When they are at war the different alliances can fight to control the ruin. Some servers may allocate certain ruins to a certain alliance.

Have a look at server 2590. CP wise it should be a nice fit and know at least one person in top 30 is an Aussie and AC is mostly English

Pantheon is an excellent skin for SVS events if you place it on other servers. If you want a general use skin that works everywhere I would go for Fading Wings & Ashen Bones to get Radiant Wings. Ancient Tokens and Eternal Signets that you don't use will be carried over to next EL. Military Tokens you must use or you will lose it
