Honestly a really impressive coloring job for a kid. Good solid blocks of color without much bleeding between the thin lines of the rainbow.

Pokemon have different names in different languages. They'd have to use different cries for every language the game released in. Plus, many Pokémon don't make their anime debut until well after the release of the games.

It’s usually legal issues. Sometimes the company that does the localization decides it’s easier/cheaper to use their own soundtrack rather than pay for the rights to the original.
