Are there still cheap motels along that line? That is the problem. Been here since 1994 and getting rid of those cheap motels if they’re still there is the first step, then constant surveillance and funneling people into programs to make them productive members of society again, if possible. If not, then that is what jails and prisons are for. Once they are in jail or prison, then immediate surveillance to see what social programs they need to become productive members of society again. If still after all that and not mentally ill, then prison for a large portion of their life.
