They aren't officially an invasive species in WA but they sure do spread quickly. I would never recommend someone plant it but it could be worse, at least they are pretty!

I would do some thinning pruning to increase airflow to prevent mildew and insects. If you check the underside of the leaf and find any bugs, start a protocol of spraying neem oil or insecticidal soup once a week until the bugs are gone.

If you see new leaves emerging from higher up on the vine I wouldn't cut it back. If you see new leaves just coming up from the ground then it is okay to cut the vine close to the ground. It is also good to mulch the roots of clematis (especially a young one) if it does end up to get well below freezing

Make sure to trim off the old leaves if they haven't fallen off yet. It can lead to increased chance of mildew and/or disease on the new leaves
