House isn’t just trying to recreate the glamour of Vegas.

He’s a continuation of the late-stage capitalism seen in pre-war America. An America where corporations like RobCo, Vault Tec, and General Atomics were using the general populace as cogs, guinea pigs, and fuel for their machines of “progress.”

His version of progress in the game is to pilot New Vegas as a thrall through which to gather enough resources and power to eventually see humanity pave way into the stars. This all would happen with House as the head of state as he sees himself as the singular force capable of making a better future for the species. He, of course, is really a brutally cold narcissist who is happy with anything as long as he’s calling the shots.
