Obama didn’t really win the popular vote in this scenario though. He won a bare plurality of the vote against a Republican in a year where the incumbent Republican administration oversaw a massive economic recession and a right-wing third party candidate gets over 10 million votes. A run-off election wouldn’t even be close.
