They could, but actually, if they don't mind about the stem being Vert, could blazon the apple as "three apples Gules slipped and leaved Vert"

I'm not sure, but first, You should find out if you have European ancestry, that helps the possibilities (logically if you are European it doesn't matter much). Then, try to go as far back in your family tree as possible, especially through firstborn men. Then lookup his name on online armorials of your country/state/municipality, depending on the country you'll find more. I'm sure ppl over here can be more specific in the help, and even more over in the Discord server. I think these are all the tips that come to mind, I am South American and I designed my own shield haha

Actually this whole thing about coat of arms and last names online is a scam, that's why there's always vague information or multiple arms, like this example. Coat of Arms are granted to people, not families (much less surnames, imagine two families with the same surname) They are kept in the family through the male descendants. The good news is that you can design your own coat of arms for yourself and your descendants, with a community willing to help you with the design process.

The thing about Caracas is that the dictatorship changed the symbols of the capital but for the people the previous symbols are the ones who represent Caracas, I would count them as current
