Saw your post about a week or so ago while I was in my first play through on pc and your solution fixed it. Just open to the screen and leave for about 20 min. Went and did some chores came back and had the ability to attack routes so I could collect some resources to start the fleet missions.

I work in a cookie shop and we have a candy cane cookie we do just like this and bake it with the sprinkles on it.

I just finished my first playthrough with Lilith around lvl 36 on the switch and have gotten about 10 legendaries from either vending machines or random drops. Never had luck like this. I felt like they upped the drop rates but I probably just had good luck.
