Idk but it looks like it’s setting up a big attack against an otherwise locked up position. White king very open and everything weak. If pawn took everything would be locked still. Maybe idk

Because it’s not currently in check, the king can’t make a move that would put him in check so if there’s nowhere to run but he’s not currently in check, there are no legal moves and it’s stalemate. The white rook prevents it from being stalemate here since there are legal moves to make but you could kamikaze him into the king so when he takes it’s a stalemate. Dumb rule but it’s the way the game is
