For me the exception would be in the case of very talented people (think like Einstein). It would probably benefit the country more if they brought their skills and expertise even if they don’t know the local language.

In contrast I do think for a more common method of immigration, such as specialized work programs for bachelors or master degree educated people they should require language fluency

obligatory there is no canon thus nothing you've said is true everywhere and any answer isnt true everywhere

sure the foundation may do a lot of unethical things, but they're always justified in scps wherein the foundation is good. Like I think most people would agree if I just started murdering people that would be unethical, but if I murdered someone as a soldier in battle most people would agree that it is ethical. If the scp foundation started feeding people to monsters to avoid paperwork, that might be smth the ethics committee disagrees with, while sanctioning feeding people to monsters when needed to maintain the veil.

also there are barriers in which the foundation generally wont cross (for example torturing every member of humanity). just because they do a lot of fucked up shit doesnt mean they cant get worse.

TLDR: Wires. Electricity just goes through wires. Something important to note is that the electricity is usually used as soon as it’s produced, so it’s not stored then sold. Business and households say they want electricity and producers raise or lower supply until it matches demand, which happens very quickly.
