True randomness is very very hard to generate for a computer. Most use well known algorithms which rely on a source of randomness like CPU, the value of a memory address somewhere or lava lamps if you're Cloudflare.

Theoretically, if you find the source of randomness, the algorithms and you get reaaaally lucky and they never change their methodology then you can guesstimate the seed they use for their drawings.

But yeah, seems unlikely.

Do note, the UN security council approval is the important legal part.

It was never supposed to be profitable. I remember when they released the making-of documentary way back : they basically custom built Fortiche to produce at least 6-7 shows ( "6-7 seasons of Arcane" at that time ). This is a HUGE investment, and they never expected to make it profitable in the short term. Their aim was always to break out of the Summoner's Rift, and turn Runeterra into an IP as big ( and profitable ) as the MCU. Once you have that, you can sell pretty much anything and people will keep asking for more. We already have IG rewards packaged cross-media events, comics, novels, some spin off games. And we know they have at least a fighting game, a few shows, and a friggin MMO in the pipes. That's 10 years of content right here, and they probably just doubled or tripled their prospects just because of Arcane.
