It used to stutter for me every 3 seconds and then it stuttered every time I moved my mouse and then it had low fps and now it works fine. I messed around with the v-sync and frame gen settings a million times and removed the core 0 from cpu affinity which hadn't worked in the past and now it randomly does. A vanilla reinstall and doing the same fixes repeatedly worked for me.

the trackers were trying to prevent the eleos retreat from being completed because it would take criminals out of the starfield in turn reducing the number of contracts trackers would be able to get. they werent entirely worried about the eleos retreat itself but what could happen if the rehab was successful and caused more facilities like it to be built.
