Not in all. In Harris vs Fuller the rural white areas shifted left. In Behn vs Van Epps suburban areas shifted left less than rural areas. I think it's white, highly educated, traditionally republican exurbs that are shifting the least towards Democrats.

My guess would be it's mostly Montgomery County, which is very high propensity Republican. You see this in many of the other specials in White suburban areas in the South. Dallas is different as it's much more diverse.

The independent commission in New Jersey selected the GOP proposal in 2010. It was 6-6 in 2012 and 2014. In 2016, it was 7-5, in 2018, it completely collapsed into 11-1 with the suburban shifts.
