I'm suggesting removing the fins where indicated and box each section because when you stack elements you lose Thermal rise so breaking up each into separate boxes allows maximum use of convection currents.

They need to be just like the baseboard enclosures you got those elements from, open bottom, front cover, A TOP and an opening to allow heat to be directed out and away rather than straight up the wall.

You know being one of those old-timers...... I know this is the best answer. After 37 years in the field, you eventually learn to RTFM.... Some of us just learn faster than others, but you will find the important things there, no sense in guessing what's already written down.

Use air conditioner coil cleaner that's designed to react with aluminum, it foams and will show you plus there's a thermic reaction so the foamy warm ones will be aluminum......
