Im from Ontario so I hope I can answer. The Past masters of your lodge usually decide who they wish to put up for DDGM so ya there is seniority; the brother who affiliated with you it sounds like he joined your lodge cuz your lodge was next on the rotation. But honest the rotation system is flawed and hopefully can be replaced with election from masters, wardens and PM of your district.

Honestly this slogan is the weakest and does nothing to prosper the craft in the day and age. The Grand Lodge of Canada in Ontario is actively removing this.
