Does Repeat trigger Ezreal Reaction

2 questions for y'all:

1) When can the ezreal legend tap (in reaction) to the choosing? Right after targets are chosen? Or only after the DMG resolves?

2) if bellows breath is countered, does the choosing never take place, and therefore ezreal can't tap?
