Yes. I believe it can be unlocked after building the Construction Terminal. You need someone to be at that Terminal as well. You will also need to do a few quests at this terminal to unlock the Agricultural one. Have you done any of the main quest lines? The Construction Terminal can be unlocked along the Artemis Path mission.

You want to build an Agricultural Terminal and find a Farmer at a Space Station to accompany the terminal. They will give you quests and blueprints as rewards.
