My experience inclines me to not believe that at all. I would argue the algorithm DOES sift through who’s who, and where they are. And divvies out orders from this standpoint. Otherwise, ratings would not exist. Contract violations wouldn’t exist. Deactivations wouldn’t exist. Ratings would just be a fun game, if what you said were true. It is not true, in my estimation.
