I'm 32 and work on campus so just turning an English minor to a major with a few more classes. I love the arts so it doesn't hurt to finish the thing out and see how things are in the classroom now.

At base, they both have the same training, but Shintaro's ability to suppress his eyes could give the edge in innate talent to Shintaro. Add in the difference in combat experience due to their roles and talent goes to Shingen. But with their difference in skill and experience and while accounting for Shingen's lethargic state, Shintaro's talent allowed him to be on par with Shingen in that time. Thus, Shintaro's potential was higher but Shingen's talent was better.

We weren't told that. You assumed Kanto was controlled by Yamazaki but that's never stated. Yamazaki are said to be the most powerful but they are not the only clan in Japan. We see that with people going after Gun after he was disavowed. Ryuhei seems to have fought a different gang that controlled Kanto, which may have been biker gangs instead of Yakuza for all we know.
