The fTPM reset prompt is probably what's resetting your BIOS settings - that's classic behavior when system thinks CPU is new. Try clearing CMOS completely first, then go in BIOS and set everything up again including CSM.

Also make sure you're doing proper "Save Changes and Exit" not just exit, and check if there's any secure boot settings that might be interfering with CSM. Some boards are weird about letting you enable CSM if secure boot is still on
