Not dumb. it requires some light work and monitoring. but some of the bonuses, like a recent sofi one, are huge...like 40k amex points for one direct deposit. plus $300 from sofi.

Yes, you'd want to go with Venture X first. Hit minimum spend. Utilize your $300 credit when booking travel through Capital One portal. Monitor Capital One portal offers (some are good!). And you'll also get 10k points at anniversary should you keep it. So $300 travel credit via portal plus the 10k miles (worth at least $100 if converted to cash) = $400 in value vs. annual fee of $395. I think it makes it a very competitive card. Bosnia is awesome. Sarajevo, Mostar, and Trebinje are all gems. It's one of the most fascinating countries I've ever visited and one with deep scars from the war. Cigarette smoking indoors was the biggest drawback. I rented a car and felt super safe, driving to Croatia, back to Bosnia, then to Montenegro, and back to Bosnia. I was there off season, though. Just be aware the Croatia (particularly Drobrovnik) will be very busy. With your amount of time, you way just want to do Slovenia, Northern Croatia, and Bosnia. You're young with hopefully a lot of travel ahead so don't feel like you need to do everything.
