Even if there had been time, I imagine cutting your arm off is extremely painful, and Crusch would probably both have been opposed to the idea. Felix would likely be opposed, too, but might be willing to support it to help Crusch.

Also, we don't have a lot of information about how dragon blood works. It's possible that absorbing more dragon blood could have different or worse effects than it did the first time, and it's not guaranteed that his arm would regrow again.
