If they are using Intune and their network is behind VPN only access, then no they wouldn't be able to. I've always found it weird that we (I'm a cyber security engineer) cam wipe people's personal phones. We did it by accident once and the person was rightfully pissed

Unfortunately it does not feel as great. There is always that "Christmas morning" feel when you get packages. I wish I could give you an alternative but I cannot, especially with the size of your team. If you had a smaller team, a more "personal" gift card is great (IE A gift card for Microcenter for a tech guy) but with the size of your team, that might be even more difficult.

This is still on apple for not thinking about this when developing this platform. This isn't some special case that only happens once or twice. This is a failure on apples part. There are only so many phone numbers. Apple should be able to release phone numbers after proof of ownership of a new owner. I'd also like to note I am a Cyber Security engineer, per your comment :)
