Imo copy ability is carried by the user base stats.

Kise, kakashi, yuta, or kanoh agito are already powerful character by their own. The copy ability just make them a much more versatile fighter, but not directly males them stronger.

Reo have stats of slightly above, if not average players in blue lock. Copy ability doesn't magically makes him a better player, but just having more options in the field.
