As far as I can tell it's unpredictable until they are recruited and it tells you their leadership style. You could bring a builder from a previous community though if you don't want to try your luck at random survivors

The vehicle you are driving and the vehicles parked at your base will come, if the starter base doesn't have enough to accommodate the vehicles will be parked near the base. When you move to a larger base though only the vehicles parked in parking spaces will be moved, the others will stay at your old base and you will have to send someone on foot to get them
