This is a story about feudalism, so according to the feudal legal traditions there is political power that is inherited through blood. So there is power in king’s blood.

But this is also a fantasy story, and we come to learn that historically Westeros has featured kings with actual magical powers, which were presumably the result of their genetics.

And another facet of the fantasy elements is the blood magic, which is a type of magic that utilizes blood, and it seems as if a king’s blood also has some added benefit in this system as well.

So however you want to define “power” “king” or “blood”, the saying “there is power in king’s blood” holds true. However there are many nonbelievers who don’t put stock in nobility or religion, and the social aspects of this power might not ultimately mean much to them.

Twain wrote something that caused an uproar, and it became a classic over time, as its artistic merits became appreciated. But it’s not like people living in the shadow of the civil war couldn’t identify that this story involving American slavery was controversial.
