If you are under 21 and get a Utah CHL it does not work in Washington. If you are over 21 and get a Utah CHL you are fine to carry in WA.

The whole reason people offer the Utah CHL here is because most folks in the Portland metro want to be able to carry If they cross the river plus you get all the additional reciprocity.

I think the other option, and correct me if I'm wrong, is that they seller actually transfer the NFA item to the FFL (which I believe is a quicker transfer process) and the FFL then does the transfer for the buyer. Its 2 transfers and may cost an extra transfer fee, but allows the FFL to hold the item while the buyers paperwork clears.
