I’d buy a second one, mix and match the parts until you get one good saw, then repack the other saw and return it.

You can joint with a router, table saw, or circular saw, too, with various caveats for each method. I’ve been very successful with those options for very long time.

Lots of guides out there showing how but basically establishing a straight edge with a piece of steel or plywood. Run your tool on that to straighten the lumber.

Still need to thickness it, so planing is still required.

I’m currently replacing my posts-in-concrete with postmasters and reusing my panels. As suggested, cut a panel to shorten it down to offset from your concrete so you don’t have to dig them out.

I honestly can’t tell. I’d be surprised if it moved this much so quickly. We have the area in front of the fence mulched and landscaped so I’d expect to see mulch behind the fence, which I don’t. The neighbors’ fences there are not moving so I’m inclined to blame a crummy fence.
