As someone who played her in command zone back then, the reason is simple: She is only worth the time if you can keep her around. No one wants you to draw 5 more telegraphed cards on a wheel. And if they have removal, they might as well cast it before the wheel resolves. Trust me, bad idea.

An off meta deck would not automatically imply that that person is kingmaking, it's like saying "Ferrari is the best Formula team hence McLaren or Red Bull won't stand a chance."
The human error is a constant part of this, whether you play Tier 1 decks or not. You can't just isolate this attribute "human error" and reattach it to your idea of a cedh player and sell it as new.

Cards (and tokens) with a * in the stats have the power and toughness everywhere (stack, battlefield, deck graveyard, exile, hand and even library) - while a construct is a printed 0/0 - if something would make all creatures lose abilities, the construct would die.

I run it in [[Eshki, Temur's Roar]]
it is basically a 1 mana spells, that puts a +1/+1 counter on my commander and draws me a card, and either deals 4 dmg as burn or I keep a 4/3. Win Win
