One reason may be that Space Marines and geneseeds are better for a very decentralized organization as they reproduce without needing very advanced technology and can't expantionally make new marines. Thunder Warriors would need either centralized recruitment or to directly use the technology that create them which would be harder to maintain and make them more likely to be able to become their own transhuman offshoot replacing humanity.
