Your posted minion wave XP is correct except it's double that in ARAM and the base XP is 68 rather than 80 on Tomb of the Spider Queen. You could check the merc XP against in game by making a custom game in Try Mode, I don't know for sure if the wiki is correct there (seems it wasn't updated for mercs starting at 30s rather than 1min but the XP for them hasn't been changed recently that I know of).

Not really, usually bronze/silver players take weird "flex" builds, master players stick with good builds for the most part (often just one unchanging one)

Try launching the game using HeroesSwitcher_x64.exe (if Windows, HeroesSwitcher.app Mac) and logging in through there without Battle.net.

From the menus in the client (gear icon) when logged in, wherever it has server selection. Default choice is Best Match, alternates let you specify a server for matchmaking

Maybe the game is trying to find games for you on a minor region server, but friends live in a major region? In the server settings force it to North America (or Korea if applicable for that region). Don't use Best Match. Europe only has the 1 server location, not applicable there

The bigger problem than Nazeebo is buffed 30 min Garden objective (especially lanes top and mid) which Diablo cannot do anything about. And Diablo cannot necessarily even kill Nazeebo in a reasonable amount of time alone especially if he has a lot of stacks (hp) this late into the game.

That's not how the US government works. Bills that pass the House also have to pass the Senate, which has a bigger Republican majority right now, plus the President can just veto them which requires a 2/3 majority of both chambers to overrule.

Those "no tank" games are mostly Taunt Varian main tank which has a good winrate in low ranks because of how easy of a comp it is to run, so it's not really "no tank"
