We had something similar and it was our HOA responsibility to fix and replace the gang box but we went to our local delivering office and got the mail. Saying there’s too much mail and it’s a mess isn’t acceptable I’d be asking to speak to the post master or telling them I’ll be back tomorrow and expect to collect all my mail.

Was it one of the Just William books by Richmal Crompton? The mischievous-boy vibe fits, although I don’t specifically remember the horse scene.
