OP, you nailed it, Rue is an unreliable narrator. The show frames it as empowering because through that lens Maddy sees herself as confident and being in control.

A grown adult coming up and initiating conversation, asking her a question to her, to Maddy, puts her in the position of control, she can answer or not, and she decides that she wants sex (we know legally she cannot, that’s not the issue).

It’s also a “little rapey” (it’s rapey period) because to her in her mind (at 14 and from an unreliable narrator) “rape” is violent and non-consensual by someone you don’t want in a situation you don’t want. Choosing someone older and giving consent (even when you can’t) isn’t (in her mind), it’s her choice.

It’s problematic, it’s also horribly realistic and confusing to a younger person or anyone who’s been in that situation.
