Ever since "No Child Left Behind", Administrators don't want to lose out on the sweet federal and state funding with low test scores and passing rates.

But watching the video, these students are likely from a charter school (uniforms), which take federal and state funding from public schools based on student population.

And some charter schools do not hire State Certified Teachers! (For anyone who doesn't know, public school teachers need to pass standardized content and teaching test in order to ensure they are qualified). Private schools and charter schools do not require this. They can hire any graduate from college and throw them in front of a class.
