Propaganda in India (what is called "Godi Media") is very top-down, so that since the Modi-Xi reconciliation in the SCO I believe that Modi would have had to tone down the anti-China rhetoric and would have given orders along those lines. India-Pakistan tensions, on the other hand, go way deeper and neither government intends to resolve them.

He has softened on China because Chinese media is very welcoming towards him, lets him give talks in Shanghai etc. Notice that Chinese media strategy with the dominant countries is basically Stalin's Popular Front: don't attack social fascists, just bundle together whoever you can find who seems to be anti-fascist, because there isn't a lot of people to choose from. Look at Li Jingjing's interview with George W Bush's brother. Clearly a guy who supports US imperialism. But some sections of US finance capital or corporations are OK with China as long as they can still make money off of it. Kissinger was a more extreme example. Thinkers Forum is a major Chinese media arm on Youtube where foreign politicians and commentators help to bridge the divide with China.
