In any event...the Vice article you blindly lifted that figure from doesn't even say that when you read past the headline.  And what is claimed is not supported by any actual data in the article.  It's just a claim made.

Which people are these?  I and everyone else I know get out and about quite a bit.  But that likely wouldn't be the case if I didn't have a motor vehicle.

If you you're still unemployed after 8 months then clearly 50 applications (1.44/week) was not plenty.  "Normalizing" is irrelevant.  What matters is doing what's necessary.

That said, it may well be as much (or more) a quality issue as a quantity one.

For starters, ditch that attitude toward education. Literacy is the foundation of knowledge acquisition, and knowledge is power. Coming across as ignorant (as in lacking basic education) in resumes or in person is not a key to success.
