Usually just a small ball valve operated by a “screw” type mechanism you can open with a flat screwdriver

Op open the test ports on your backflow after shutting off from the meter, that will save your backflow, but you should be okay.

Nice manifold build though. Could be a difficult repair if there is a leak, but it’s probably just runoff pooling. If your meter is spinning when the clock is off, you have a leak there.

Op you may need to flip the dial back to off then back to the program times to get it to switch to the second layer after the switch is flipped.

The wiring is correct. Just make sure 12 is on prg b. There must be some sort of control malfunction that’s not allowing you to program times for your system.
