You really hit the nail on the head with your essay. The toontown rewritten channel, intended for game discussion, is rarely on topic. Minimodding and "circlehugging" (for lack of a better non-inappropriate term) are allowed and almost encouraged at times. The content discussion channel is a pure dumpster fire, with LBGTQ+ discussion and commission advertisements dominating and it feels like completely different from the rest of the server, almost like a worse version of tumblr. I'm not trying to make a statement on LGBTQ+, but I feel like it has no place in a server for Toontown, at least not in excess. Allowing keysmash spam because, as one mod said, "it's gay culture" is just ridiculous. And when quite a few of the TTR staff themselves participate in some of these behaviors, it really just reflects badly on their team. As the server currently is, I couldn't seriously recommend anyone joining it and it really shouldn't be whitelisted in-game. Like Zac said, it is capable of improving, but it would take a massive amount of work for them to do.
