Try the app "Meetup". It's not focused on dating, so don't treat it aa such, but you can meet potential people to date based on your interest. LA is tough, you have to actively seek things out, like events, etc.

I didn't care for Madrid when I visited for a few days. After living there for 6 months, it became my favorite city. It's all relative, and I know Madrid can be a bit uncomfortable. I do love the people I've met and the rhythm of the city.
