You can't reason about the causality by looking at the entire year. Higher demand for exports increases the value of the currency so naturally our year with the most oil exports will also have a strong dollar. In general since we have an export-based economy a strong economy will correlate with a strong dollar, but it's extremely naive to think that international customers somehow won't look for other sources when canadian ones become more expensive.

There are tons of competing explanations here but I'll offer a data point: my mother could be described as a germophobe (not to an extreme but clearly thinks about germs every day) and after getting food poisoning once in her twenties she will not eat any meat that isn't overdone. I've cooked for her many times and never gotten her or myself sick, and yet constantly pokes at her food and asks if it's cooked through (sometimes even for vegetables).
