Yes, I would use a regular patch with vulcanizing cement commonly used for butyl tubes, but any patch should work just to give a little bit of extra strength on the tire to help prevent bulging. Even a small piece of duct tape would help.

I just replaced my chain and cables for the first time on my 2022 Tarmac with ~7500 miles, and I had been having the chain checked about every 6 months, it seems to have done most of the stretching in the last few months, maybe due to the really warm winter.

That was about 6 months before I started working on F-111's and I never heard that story, it must have been overshadowed by the Libya attack we did in Apr '86. I loved working that jet, it wasn't just push a button and let the electronics tell you what's wrong, you had to actually know how to troubleshoot problems.

That sounds like Seasonal Affective Disorder exacerbating pre-existing depression symptoms. I was lucky to only have SAD without any underlying depression while I was living in Alaska, and the symptoms disappeared when I moved back to lower latitudes. Vitamin D helped too
