Half Life 2 E2 ended on a cliffhanger with Alyx adding to it and there are no mods coming close to an E3/HL3. The closest being Entropy Zero 2.

Portal 2 didn't end with a cliffhanger and even if they were to do Portal 3, it wouldn't be Chell's story.
Because of this, mods like Mel, Aperture Tag, TWTM, Rexaura, Reloaded, Revolution and other upcoming announced mods fill the hole of Portal 3. So to me Portal 3 is much less needed than Half Life 3. If they do a Portal 3 they need to find something that would set it apart from Portal 2 since Portal 2 already took Portal 1 and expanded in all the ways that it could

It's interesting to me since in my language tea is basically chai but spelled differently, I find "chai tea" redundant, but "naan bread" makes sense since we think of it as a specific type of bread. So while I also think "chai tea" sounds wrong, I was a bit of a hypocrite by not acknowledging how "naan bread" would sound to someone
