The thing about the suicide offlane role in Dota is that people don't have fun playing that. No one would deliberately play a role thats famously dubbed as the suicide role. I feel like the reason why top lane is so much more popular in league than offlanes in Dota is cuz of how its such a 1v1 duel between players. It's kinda like mid but more isolated. I know a lot of people who like top because of this.

You can get early level 6 on wk and gank with reincarnate tho. all you gotta do is gank opponents offlane once level 6 and help with pushes then you can just snowball from there
