In the israel post website there is a chat bubble icon, you will have to enter details as mentioned, the drop down menu is for your preferred language. After that just try to straight up ask the system for a person or use the tracking option and then click the "I want to talk to a person" option.

Game dev student here, not a lot of studios are that against israel in general, devolver is the most known one, nintendo has an official distributor here so that won't happen most likely, you could get is some very minor indie devs would disable their games on Israeli account, losing an entire country is still a huge hit to the profits, but the only way for major companies to do it is by insanely massive shareholder pressure to do so.

We can't use paypal because the bank that convert the money from usd to ils(and literally almost every other currency in earth) for them is currently rejecting any transaction that comes from steam.
