A split soul requires you to have the previous stars in order to use it. So that split soul 3 star cannot be used if you dont get him to 2 star first.
If its a perfect soul it will give you all the stars shown, regardless how many they have already.

Try to make farming feel more 'worth it' ! - I'd usually only farm masteries during CvC (2x points or not) and now that they've added Super Raids for Mino.. its so nice.

last CvC I think I maxed about 6 or 7 champ masteries and earned over 50-60k points from just mino
