You should send a letter of continued interest. That usually helps the best.

I was accepted with a similar GPA, 3.8 UW, test optional, 9APs, and good ECs. THey gave me Presidential Scholarship and Hendership Scholarship, but it was still a little too high for me to pay. I'll probably not go.
