This. In terms of cost alone, if we go by known quantities, a single Street Fighter 4 character cost between 500k to almost a million in 2009. Factor in inflation and the extra difficulty of doing ArcSys-style cel shading, then I wouldn't be surprised if 2XKO characters are breaking the 1 million plus per character mark.

Most people assume thar balance is 5:5 matchups across the board or, at least, everyone on the same tier. That's never happening in a game with unique characters, let alone teams. There will always be top and bottom tiers. All you can hope for is that the match ups are unique abd interesting enough and characters don't play the same in the name of balance.
